Peak Flow:    The maximum flow of a stream in response to a rainstorm event.
Base Flow:    The portion of streamflow contributed by groundwater.

As can be seen in the diagram below, peak flow changes quickly in response to a precipitation event and baseflow responds very slowly.  Baseflow is slow to change even in dry periods.
